Agencies to receive 1.5 million soums for each Uzbek citizen employed abroad
This refers specifically to high-paying jobs; the new measures will take effect in 2027
Starting in 2027, the most trusted private employment agencies will receive 1.5 million soums for each Uzbek citizen they place in a high-paying job abroad. This decision was announced during a meeting held by President Shavkat Mirziyoyev on labor migration issues.
Following the simplification of licensing conditions, the number of private employment agencies has tripled, while the number of citizens they have sent to work abroad has increased fivefold. However, according to Mirziyoyev, the sector still faces errors, corruption, and cases of fraud against citizens.
To regulate the industry, a separate law has been adopted. Additionally, a rating system for private agencies is planned to increase transparency in their operations. Key evaluation criteria will include placing individuals in specific jobs, protecting migrants' rights, income levels, and the availability of social guarantees.
To provide free vocational and foreign language training for young people, educational centers will be allocated spaces in technical college buildings. These centers will be able to pay a 1% social tax rate for foreign instructors and experts they hire. Importing equipment for training purposes will be exempt from customs duties.
Within a month, a draft resolution on the further development of the employment sector is to be prepared. The work of private agencies is planned to be recognized as a social service, which will simplify their taxation.
