The Ministry of Transport of Uzbekistan has put forward for public discussion a draft Strategy for the Integrated Development of Local Passenger Transportation until 2030. The document aims to optimize transportation costs, integrate railway, aviation, and road transport networks into a single digital framework, and increase commercial passenger traffic.

According to the target indicators, the annual volume of domestic passenger transportation is expected to grow from 1.63 billion to 2 billion trips. The projected market structure by 2030 will be distributed as follows: - public road transport: 1,977.5 million trips; - railway sector: 20 million trips; - domestic aviation: 2.5 million trips.

To ensure the targeted growth of the logistics market, the strategy provides for the scaling of fixed assets. The fleet of passenger railcars will be increased to 650 units, up to 30 electric train sets will be launched on local lines, and the share of electric buses in key administrative centers will reach 30%.

The strategy also includes the construction and reconstruction of 58 bus stations and terminals, the creation of 20 multimodal connecting routes, and 3 direct railway links between stations and airports.

A key driver for the transparency of transport revenues will be the introduction of the unified digital platform "Bir Yul" in 2028. The system will integrate schedules, fare grids, and a unified through-ticket sales system for all types of transport.

Economic incentives for cashless transactions will be implemented in two stages: - 2027–2029. Introduction of a guaranteed discount of at least 20% when purchasing electronic tickets for suburban and intercity routes. - From January 1, 2030 — full conversion of payments to cashless form on suburban and intercity routes.

The document is at the stage of public consultations until November 11, 2026, after which the project will undergo finalization of financial parameters.
